Millings are reclaimed asphalt, existing pavement ground up and reused. Laid and compacted, the residual binder in the material knits back together in the West Texas heat, giving a surface noticeably firmer and less dusty than gravel for a fraction of what new hot-mix costs.
Milling is the other half of the same equipment: grinding an existing surface down, either to remove a failed layer before repaving or to bring a height back to where it needs to be.

Where millings beat the alternatives
Millings sit between gravel and hot-mix, and that gap is exactly where a lot of West Texas projects live. Against gravel, they bind rather than migrating, throw far less dust, and hold their shape better under traffic. Against new asphalt, they cost substantially less and reuse material that already exists.
The trade-off is finish. Millings won't give you the smooth, sealed, uniform black surface of new hot-mix, and they can't be striped meaningfully. For a long driveway, an overflow lot, a work yard or a rural approach, that rarely matters. For a customer-facing commercial frontage, it usually does.
They also want compacting properly and a warm stretch to knit. Spread cold and loose, millings behave like gravel. The binding only happens with heat and compaction.
Why grind before repaving?
Height stays correct
An overlay adds roughly 1.5-2 inches. Where that would leave a lip at a garage, gutter or doorway, milling the old surface down first keeps the finished level right.
Failed layers come off
Where the top course has raveled or delaminated but the base is sound, grinding removes the bad material so the new asphalt bonds to something solid.
The material gets reused
What comes off doesn't go to waste. It becomes millings for the next driveway or yard that suits them.

What are asphalt millings?

How much cheaper are millings than new asphalt?

Do millings harden like real asphalt?
They firm up considerably but don't become a sealed pavement. Compacted properly in warm weather they bind into a dense, stable surface that sheds water far better than gravel. They won't give the finish of new hot-mix and can't be striped meaningfully.

Can millings be used for a driveway?
Yes, and it's one of the most common uses, especially for long rural drives where hot-mix over the full length is hard to justify. Over a compacted base, well placed and rolled, a millings driveway is firm, low-dust and durable.
